The Scab That Saved the State: How Himachal Turned an Agricultural Disaster into a New Era of Agtech-Led Prosperity

Sometimes, the worst hardships force us to look beyond our comfortable boundaries and push us toward a future far better than anything we could have planned.


The story of Himachal Pradesh’s apple industry is a classic testament to this truth. What began as a modest agricultural experiment in the mid-20th century eventually exploded into a massive economic success. Armed with government support, World Bank funding, and newly built mountain roads, Himachal quickly earned its title as the "Apple State of India." But this rapid boom—the First Apple Revolution—was built on easy, horizontal expansion rather than long-term resilience. Then, disaster struck.


The Dark Days: A Biological Nightmare


In the late 1970s, a quiet threat began creeping through the orchards. Venturia inaequalis, a

destructive fungus causing apple scab, started as a small whisper across just 40 hectares in

pockets like Shimla, Kullu, Mandi, and Chamba.


By 1982, that quiet whisper had exploded into an outright wildfire.


Black, corky spots covered the prized fruit, rendering 50% to 100% of crops completely

unmarketable in the worst-affected belts. Panic swept through the valleys. Desperate farmers burned their own trees in a heartbreaking bid to stop the invisible enemy. The financial shockwave crippled the state's economy to the tune of 1.5 to 2 crore rupees in 1982 alone—a staggering hit at the time.


The state was on its knees, its flagship industry on the brink of complete collapse.


Standing Ground: Mobilising for War


When comfort vanishes, survival demands extraordinary courage. Although initially the state

officials were caught unawares, they chose action over surrender. Led by the Department of

Horticulture, the state’s response was immediate and hands-on. The Stokes Memorial at

Thanedhar–Kotgarh became an agricultural war room, hosting a high-stakes summit of over 500 anxious farmers, experts, and government officials presided over by the Horticulture Minister, Mr. Guman Singh Chauhan. Amid the turmoil, Dr. K.C. Azad, the newly appointed Director of Horticulture, issued a declaration that became local legend:


"Either Scab will remain or Dr. Azad—both cannot coexist."


What followed was an unprecedented emergency response:

● Airlifting Defense: Essential fungicides like Mancozeb and Carbendazim were sourced

nationwide and airlifted directly into the hills.

● Frontline Training: Technical teams flooded mountain villages, training farmers on

high-pressure spraying techniques and timing.

● Strict Containment: Border controls were established to stop infected nursery stock

from crossing regional lines.


Together, growers, scientists, and state leadership turned the tide. The outbreak was brought

under control, and the next forty years saw no noteworthy scab reporting.


The Breakthrough: From Survival to Transformation


The scab crisis forced all stakeholders to realize that simple expansion wouldn't protect their

future. To survive long-term, the industry had to completely reinvent itself.


The 1982 epidemic triggered a major paradigm shift.


To address research, trials, training, and extension services—especially in plant nutrition and

overall health management—Dr. Y. S. Parmar University of Horticulture and Forestry was

established in 1985. Proposals from the Department of Horticulture to adopt clonal rootstocks and high-density planting (HDP) gained serious traction, leading to the establishment of the Progeny cum Demonstration Orchard (PCDO) at Anu (Jubbal) in 1989.


PCDOs were set up as real-world proof-of-concept sites so local farmers in apple heartlands like Shimla district could see high-density planting and dwarfing clonal rootstocks (like M9 and MM106) in action rather than relying on theory. Here, growers witnessed practical solutions to traditional orchard vulnerabilities. This shift culminated in the World Bank–funded Himachal Pradesh Horticulture Development Project (HPHDP) launched in 2016, sparking what many consider Himachal's second apple revolution.


If a recent drive through the upper Shimla region left you wondering about those vast, neat rows of anti-hail nets covering entire hillsides, you were likely passing these next-generation

orchards. There, compact trees—barely taller than the farmers tending them—bend under the

weight of deep red, juicy, and crisp apples.


Today, apple scab is no longer a mystery; it is a managed, endemic condition. Modern orchards rely on advanced science, including wireless sensor networks (WSN) and real-time weather tracking from the Mashobra Disease Forecasting Centre and others to anticipate infection risks before they start. While changing climate patterns continue to challenge standard spray schedules, progressive farmers keep pushing institutional boundaries for even more nimble, data-driven farming.


What began as a biological nightmare in 1982 ended up laying the groundwork for a modern

agricultural triumph. The scab epidemic didn't destroy Himachal’s apple industry—it forced it to evolve, driving a decisive pivot toward science, data, and high density.


Today, when you stand among the orchards of the upper Shimla hills and look out at neat rows of heavy-laden trees stretching across the slopes, you are looking at a state that turned its greatest catastrophe into its proudest harvest.


However, science is a double-edged sword, and discovering solutions is far different from

implementing them on the ground. Success hinges heavily on timely weather and pest

forecasts, as well as the availability, accessibility, and affordability of modern farm inputs, as well as deft post-harvest management. It remains to be seen how smoothly the Himachal apple industry will navigate this second innings.
